Jack the Axe useless since Vaal Pact nerf

The 50% reduction to life leech per sec makes Jack the Axe a pretty bad choice now, but there is not much great axes, if you want to build a good axe build youve no choice but to get a Rigwalds.

I think Jack the axe should get a lower level requirment and the 50% reduction shouldnt aply when youve vaal pact skilled in your tree.
This would make Jack bound to be used with vaal pact, but a choice again, and lowering the level is especially needed because Rigwalds is so much better as a choice at level 67.
Its a great item but the way it is right now, i dont think any one would play it.

Rigwald isn't really an alternative though due to being rediculously hard to obtain.
