Fps and performance difference between none steam and steam clients

Over the past 3 days iv struggled with performance on the steam client, currently on the steam version im unable to progress passed the torched courts in act 5 due to the texture loading error that keeps poping up that others have also reported on this forum, as well as constant crashs n disconnects on area loading to both torched courts and towns.

So i decided to run a test.

Created 2 new chars one in steam client version of the game and one in the none steam client.

test was Templar twilight strand run to lioneyes watch, graphics settings all on low dx9, all overlays off, all background programs such as discord off.

Results.

None steam - Fps = 40-45, no stuttering, textures, shaders, partical effects, shadows loaded in immediately, item sprites loaded immediately, area transition was fairly quick.

Steam client - Fps = 32-43, waves stuttering constantly, partical effects and shaders didn't load for 2 mins (black boxs instead of what was ment to be there)
Items in inventory, flasks, gems etc all a blue box until they loaded, Game crashed before making it to lioneyes (freeze not responding), delayed area transition.

Both installations are fresh done last night with there first runs since pc restarted for this test.

Specs:
8gb ddr4 ram
I5-4460
current test performed on internal gpu intel HD graphics 4000, (problem with performance is the same running on a gtx 750TI 4gb, not running gtx today due to a RL issue)
Windows 10 home x64
Asus H81M-Plus.
(don't give me anything about min game requirements for POE, i know the game works on this setup and min specs for a lot of games is quite wrong for what can actually run them)

So i have 2 questions.
A: Is steam corrupting the installation files on install? (wouldn't be the first time iv encountered that with steam versions vs none steam had to switch to smite none steam due to severe stuttering caused by the steam api)

B: is it possible to transfer my account via support from the steam client to none steam?
as the none steam for me is clearly running better.

Are you forgot about defrag your steam client? Running on HDD?

Hdd, defraged once a week and always defraged after installing a large program. (with auslogics disk defrag as the windows one is rubbish has been since the xp days)
History and cache cleaned out once a week and registry checks via ccleaner.
drivers are checked once a week, same for malware,adware,virus checks.

A lot of problems with poe on HDD actually - disconnects/freezes/fps drops (sometimes)

Your specs are good for poe not including your HDD, my friend has almost the same specs (i5-3570K, RAM 8gb, GTX 770, SSD 120gb) and he streaming on 60+ fps on maps without drops and about 45-50 fps in Delve on hight video settings.
Run a program like CClean. I had the same problem and after troubleshooting it I found the problem was in the registry with corrupted links. Reloading the program, formatting, etc...will not work. You have to clean the registry to start the program. Once I was in CClean I ran the registry clean program and it found multiple PoE link errors. It cleared them from my registry and PoE loaded and ran after that. Now I clean the registry every week to make sure I don't have any problems in the future. I know this will help you with loading this program. Well it helped me and my friends whenever they need my help.

didnt read my previous post then ^^.
also Zero registry issues for poe, whenever the pc has issues with a program going to ccleaner and scanning both files and reg is one of the first things i do.

Side note: iv ran the tests again with steam vs none steam on my gtx 750ti, other than the fps increase same issues are present.
Steam sometimes bugs and tende to run PoE 32-bit instead of 64-bit, that may be the cause of the fps drops and other issues. Literally happened to me not so long ago.
I don't think we'll agree with regard to your observations about the relative performance of each game client, and the conclusions you're drawing from that, so it's probably not worth getting into that. With regard to the question you ask here;

There is no need to contact Support to do this.

ok so update on this:

I contacted support and switched my account over from the steam client to the standalone.

On the steam client i was crashing constantly with those texture errors could only play for 2-3 mins max before a crash.

on the none steam after switching my account over.
iv not had a single crash or error in 8 hours.

Leads me to believe steam is corrupting an archive with the latest version of poe.
So i would recommend to anyone crashing suffering from the constant crashes if your using the steam client to switch your account over to none steam.
