Glacial Hammer not working with stat stick

Have The Princess saber in main hand and Frostbreath in offhand. Will not let me use Glacial Hammer unless I take out the sword. This worked pre 3.5 so I'm pretty sure this is a bug. I have tried and checked multiple things to see if I could figure out why it's not working but I couldn't find a reason. Please fix. Last bumped on Dec 12, 2018, 1:57:59 AM

It requires a mace or a staff. You have a sword equipped, so it won't work. This is working as intended as they changed how stat sticks worked this patch.
