RF, SR, and Totems

I'm thinking of making a Hierophant totem build with Righteous Fire and Scorching Ray. I have 2 questions:

1. Is it better to put SR on totem and RF on self-cast, or the reverse? Note that I'll be using Balefire as my SR source.

2. Does the spell damage buff from the RF affect SR? Note that one of them will be on totem and the other will be on me.
