No, it never has been worth, not even when it was 100%.
Don't listen to the Burial boys who grind 2 months of T3 maps for their Headhunter and then think they did something spectacular. Get a 10% quant ammy and you're good to go + get stats. Like everything, it depends on your goals and what you set out to accomplish. If you want to farm currency and divination cards and don't need other stats on your amulet, sure, it's worth it. If you want to farm Delve, Shaper and Elder, it's arguable not worth it.
If you're looking for a yes/no answer, you're taking for granted that everyone plays the game the way you do. If someone gives you a yes/no answer, they do the same. Nothing is black or white, and people play this game different. Bring me some coffee and I'll bring you a smile.

If you can dump it on your build without losing much or any clear speed, then yes its worth it.
I.E youre farming t3 maps all day and the extra life dps is meaningless. IGN: Arlianth
