Activation failed, unable to open portals to area.

Every time I try to enter a new zone, regardless if it's a map or, for example, Blood Aqueduct, I get a message like this: Activation failed, unable to open portals to area.

It varies slightly depending on the situation but it takes 2 tries to open an area on average.

i'm getting the same msg everytime i try to open a map with zana's device in my hideout.
it's quite annoying
