(30-50)% increased cooldown recovery speed of Movement Skills used while affected by Haste

cyclone is not CD skill, so it wont
It will affect Blink Arrow, Flame Dash and Flicker Strike |

Cyclone don't have a cooldown. Maybe flicker build of some sort you could make.

Not sure if Cast on Crit and such will get their internal cd with these even if they attached to the movement skill.
