cannot get 4 socket in helmet

hello everyone
i got goldrim lether cap unique helmet from bestri unique helmet craft it was 2 socket i tried to 4 socket it ,it became 3 then it says it is at maximum number of socket as shown in the pic bellow  Last bumped on Mar 6, 2018, 7:55:12 PM

It isn't a high enough level to have 4 sockets. Only way around that is to use Vorici.
