Why doesn't Herald of Ice Proc with Lightning Arrow??

Hey i've been having trouble with my doomfletch ranger with procing herald of ice.
It doesn't proc and cause of that i can't use curse on hit...

i tried with split arrow and then it works fine !?
Please help me understand the problem.. thanks

Not enough cold damage on your hits.

What do you mean Enough. i have more cold damage then lightning if i check the lightning arrow tooltip

Upon shattering an enemy, the enemy explodes dealing cold secondary damage to surround targets in an AoE. Enemies will shatter if they are killed whilst frozen.

So you either don't shatter enemies with Lightning Arrow, whether by complete inability to freeze (linked support Elemental Focus, for example) or having low chance of freeze at all.

All in all, HoI secondary effect appears\procs only when frozen enemy is killed.
Lightning Arrow can't do this in your case.
