Unfortunately neither. Reading your WinMTR the packet loss begins at as36351.saopaulo.sp.ix.br, which is an internet exchange in Brazil. It appears to be registered to "Nucleo de Inf. e Coord. do Ponto BR - NIC.BR", which according to a translation of a Wikipedia article I read Google's translation of, is a "Center for Information and Coordination".

They seem to be the group in Brazil who handle IXPs, .br domain names, promote investment in network infrastructure and that kind of thing. Wikipedia calls them a "civil non-profit".

If you e-mail techsupport@grindinggear.com and ask if they could forward a few WinMTRs from this thread and maybe this one, too, they might be able to do that. Realistically the group responsible for the infrastructure are already aware and are stuck waiting for new hardware to arrive or some other delay. I can understand the inability to do something can pretty frustrating, and it's possible that the WinMTRs would help them to better understand the issue.

GGG can relay info to them but it can in all likely hood be ignored by them because GGG are not customers
