Poor graphics, even with the maximum options, the menus are normal:

I see you have Dynamic Resolution enabled.
Try turning it off. “Please understand that imposing strong negative views regarding our team on to other players when you are representing our most helpful forum posters is not appropriate.” — GGG 2022

It's Dynamic Resolution the fifth option, haha. Sorry, im from Brazil, it's not Russian, it's portuguese. Problem solved.
