Can't activate Labyrinth

I apologize in advance for the noob question, but I cannot activate the Cruel Labyrinth. My understanding is that I need to be lvl 40 and have completed all 6 normal labyrinths. Then I need to go to the Aspirants' Plaza and the Labyrinth Activation Device. As you can see in the attached image I have fulfilled these requirements, but it still won't let me activate. Am I missing something?

You can activate normal labyrinth but not cruel. You haven´t completed three trials associated with cruel lab.

I get it. Sorry, I assumed the 6 out in the world WERE the normal labyrinth.
