Dual Strike + Ruthless Strike

1.Since dual strike is two separate hits, does ruthless strike get 2 hit counters every time you use the skill?

2.Does both the main hand and off-hand benefit from the more damage when the ruthless strike procs?

So:

1.) No. Dual Strike doesn't look to actually generate two attacks when it's activated; it generates one attack that uses values from both of its weapons, instead. As such, Ruthless Blow should only get one charge per swing - unless you also link up Multistrike, which will guarantee one Ruthless Blow per MS activation.

2.) Yes. Since Dual Strike uses the values of both your weapons together for a single attack, a Ruthless Blow being applied to that attack will also boost the damage of your off-hand weapon. This is a buff.

Double Strike is the one that works the way you outlined here - it generates two separate attacks and so gets two Ruthless charges per activation, and when a Ruthless Blow trips it only works on one specific attack from the Double Strike pair.
