No Bandit Books from Eramir in Standard

The 3.0.0 patch notes erroneously claim:

"

All characters that had completed the Deal with the Bandits quest in Act 2 Normal now have the Eramir reward of 2 passive skill points. All bandit rewards from Cruel and Merciless no longer exist. Players who want to change their bandit reward choice have a one-time-only option to change it by talking to Eramir and taking one of his books. These books are character-locked, so if you decide later that you don't want to change your choice, you can get rid of the book by typing /destroy. This does not give you another opportunity to choose a bandit reward, so choose carefully!

Eramir isn't offering my existing characters a book choice. Other players are reporting related bugs, although I didn't like their wording so I'm submitting my own report.

So, I've tried approaching Eramir two ways with existing characters (both L91, Act 4 Merciless complete, Uber Lab complete, currently in the Atlas of Worlds doing red maps):

1) Appeared in Epilogue, Oriath on log-in. Spent my skill respec with 3 skill points remaining. Assigned my ascendency points. Went to Act 2 to speak to Eramir for my Bandit Book. Nothing.

2) Appeared in Epilogue, Oriath on log-in. Immediately went to Act 2 to speak to Eramir for my Bandit Book. Nothing.

I'm just going to walk away at this point until there's a fix because I don't want to break anything on these characters. Thanks.
