Obliteration Wand Mechanics Help!

There's info somewhere saying that Occultist's Profane bloom scales with AoE increases from passives and gear.

Does obliteration wand give you profane bloom?

Regardless of if it does or not, do the wand's explosions scale with AoE increases from passives and gear?

I've read very few posts which suggest they do, but I'd like a confirmation as AoE increases normally clearly state:"from SKILLS" which I imagine would rule out Obliteration.

I know for a fact that aoe passives work or at the very least used to work. That being the case, if either of those is true, then the same should be the case for equipment.

No, it doesn't give profane bloom. However, the explosion effects seem to be the same, as their chances of occurring interact additive with each other rather than multiplicatively.

I played a character with the wands last league, but I'm not 100% sure if they do affect it as it very well could've just been confirmation bias. Even harder to tell now with the AoE nerfs.
