Copious Quantities of Blatantly Obvious Propositions

The suggestions are not listed in any particular order. They're being added as people suggest them or as I come up with one. The number of a certain suggestion has nothing to do with it's importance. They're all important, otherwise I wouldn't take the time to type it up.

SUGGESTIONS:

#1a) Fix the broken loot system. Extend the loot lockout timer(Too many loot-ninjas)

#1b) Instead of having quality gear/items on an extremely short lockout timer, let the items be locked to that person until that person leaves the map. That way, if someone goes ahead of the group by themselves and drops an Exalted Orb in someone else's name, they can't just take it and get away with it. A person would have PLENTY of time to gather the loot they want without the risk of ninjas. EVER.

#2) Fix the latency/de-sync issue. Random teleporting of players / mobs.

#3) Provide more information on quests so new players know what to do.

#4) Enable ability to switch Global/Trade Chat Channels. Better for trading items if the chat you're in becomes stagnant.

#5) Add a "Log Out to Character Selection" option, not full-logging.

#6) If you disconnect on a map, you'll log back into the same instance and spot you left if you reconnect within five minutes.

#7) Enable players to set the difficulty for their party. If you're playing alone, you can set the difficulty to the highest setting, so the difficulty is tuned for a full group. Good if you'd like extra challenge, or better loot without the risk of ninjas(See #1).

#8) Some sort of customer review/rating system on the forums/website. If you're a good seller, people can give you a good rating, so that others will be more inclined to do business with you in the future. Bad ratings warn people to be wary of you.

#9) Ability to modify the "Ignore" list. Add / Remove by choice.

#10a) Ability to add notes to people on your friends list. Good in the event that you added someone only for a trade in the future. You can put a note as a reminder.

#10b) Ability to categorize the friends on your friends list.

#11) If someone is removed from a group, they are removed from that group's instances as well. Looters are annoying. (People who join a group, join the instance, then leave the party. They can still run around, steal experience, and loot.)

#12) Enable more graphic settings. Allow players to tone down certain aspects of the game. (i.e. particle effects) Hardcore League is currently impossible for me due to low frame-rate spikes during fights with numerous particle effects, especially toward end-game.

#13a) Drastically increase monster health pools and decrease monster damage output to allow better melee survivability. As of now, ranged classes have a huge advantage over melee classes in most situations. Balance!

#13b) Drastically increase the health of melee classes. Since any class can take on any role, it's difficult to pull off. Possibly increase the amount of life gained passively each level by every class that has strength as a main attribute? (Templars, Marauders, Duelists) There's an idea.

All of those except #4 are so obvious that I have no idea why GGG hasn't implemented those. Loot timers and lag issues are what makes partying with stranger incredibly frustrating, and I don't know anyone who plays the game, so I'm forced to play by myself.
Well, #4 I've suggested because sometimes the trade chat you're in is stagnant. No one's buying your stuff or selling what you need. The ability to hop around the chats by choice would give more opportunities to trade and such. Know what I mean?

Honestly, the lag is the main reason why I don't play Hardcore League at all... I've died so many times due to heavy latency / frame spiking that it's incomprehensible.
I think GGG is having a hard time making high-particle effect areas lag less for people with low-end PC's. My computer isn't totally shiite, yet when I'm doing a map with burning patches on the ground, I stay between 3-12 frames per second. That's ridiculous. The desync is bad too.

Well, most of the suggestion are obvious, but it's a good sum up for what has to be done in the future.

About 13: Life is to OP: Instead of increasing it for melees, they should nerf it for all other classes. There were already some really good suggestions about this.

As it stands currently, melee is the most under-powered role in the game. We have to get in the bulk of battle to be effective, and that is where most of the damage lies. We have to sacrifice basically all damage for survivability nodes, otherwise we die endlessly endgame.
Ranged, if played right, can be glass cannon and still survive because they can kite the damage, rather than try to sustain through it.

You should consider looking at my thread for Duelist builds. I have my build at level 68 linked there. Most nodes are survivability, yet maps destroy me in seconds. It's really not fun at all.
