Did I understand Mark_GGG correctly about Taunt?

Question: How exactly does taunt operate on a monster? Does it mean the next hit will be directed towards the taunter? Or all hits over the duration of the taunt?

Answer from Mark_GGG: While taunted, a monster's AI cannot consider any object as a potential target except the taunter.

Question: Is there a radius limitation on the Taunt effect? Does the taunter have to be within a certain distance for the taunted monster to target the taunter?

Answer from Mark_GGG: No. However, if the taunter is outside the monster's aggro radius, they're an invalid target, meaning the monster has no targets to choose from (since objects that aren't the taunter can't be targeted).

Question: Is there a Taunt cool-down period?

Answer from Mark_GGG: Previously, some unique monsters (act bosses and map bosses) that were taunted gained immunity to further taunts for 9 seconds. This was removed as part of the 2.3.0 Taunt rework. There is now no such mechanic used.

If I understand this correctly we can have one player in a party spam taunt the creatures and be far enough away such that the rest of the party can attack at will without any of the monsters attacking them. Am I missing something here or is this a hugely exploitable logic flaw?

Necessity may be the mother of invention, but poor QoP in PoE is the father of frustration.

Don't think we have a taunt with that kind of range to it.
Quill Rain + Split/Lightning Arrow chain or pierce with Champion's Conqueror Ascendancy node. Or Ball Lightning+GMP+Echo.

Not saying it's efficient or even effective but the option is there if someone really wants to push for a "taunt support" build.

More directly related to the question, yes technically you can chain taunt, though if you're having to do that frequently (outside of boss fights) in a party, your party could probably use a bit of work in the damage department.

You can taunt and kite. Yep. Typically it's not worth it to kite them, taunting for 1 or 2 seconds should be enough to kill any pack.

You guys are thinking about doing content you are overlevelled/geared for.

If offscreen taunt+kite makes all enemies useless, then you can basically do any non-enclosed-area content you want, whenever. And probably most enclosed area content too.
Face it, all of your suggestions are worse than this idea:
