As I write this my char is in city of sarn and I have the purple text but there is no vulture. Is there a trigger? If so, what? I can't leave or quest will be lost.

I was able to find him just by running around City of Sarn a bunch.
He appears from the sky, so you won't be able to see him until you move into his aggro range. Need game info? Check out the Wiki at: https://www.poewiki.net/
