How is it possible for COC to be unchanged?

Can't get my head around it.
I really like the basic desing of COC, but the live verison is powercreeped³. My Vision of COC was always to give crit characters on the right side of the tree options to patch up their offensive or defnsive shortcomings with according spells. Cast on Critical Strike: Internal Cooldown: Casttime of the linked spell. 100% chance to cast on critical strike. 10%less damge (+1% more damage / level) Cast linked spells if you critically hit with ANY attack. Make it so COC works like CWDT in a seperate link to all your attacks but with a CD according to the spell you linked (e.g Ice nova without any cast speed: 0.800 MS). You can buff your spell up to your needs of your build and procc it with any attack critting. " That's my view on the matter too, and I've made a few chars like that, most recently a goddess unleashed. If you do it like that, it shares a similar problem with CoMK builds, and that's tricky supporting of both the spell and the attack, though it isn't quite as bad because you got crit supports too. I like the suggestion, if spell cast time becomes the cooldown it could be detached from the attack skill because of the inability to increase cast frequency with cast speed, I think it could be balanced well. The same could be done for CoMK with some adjustments which would somewhat reverse their roles. With no cooldown CoMK could potentially put out higher burst damage to crowds which would warrant a damage penalty, but it would keep the current disadvantages of a harder trigger condition and being limited by enemy headcount which makes CoMK builds extremely crappy bosskillers. Sure, some would say it's free damage, but you're sacrificing gear slots which is a price that only gets steeper as game evolves, and you would also need to scale both your spells and attacks or the whole thing wouldn't be worth the effort. I'd be very interested to try this rework out, sure enough. Coc could be fixed with the criteria i would describe below. -50% less damage on coc gem----Even in this state,using multiple spells with an automated mechanic is bad for the game.Performance wise and broken things in general.This could help a little or -Each spell supported by coc,has a 50% chance of triggering upon critical hit.Cd timer of coc increase to 1 second for each spell seperately. Everything is relative. And CoC discharge is relatively bad. Certainly doesnt need a nerf before you start takleing a dozen other builds.
