With at least 50 Intelligence Allocated in radius,
Cold Snap has a 25% chance to grant a Power Charge on Kill Doesn't seem to work as intended. It only grants me 1 power charge no matter how many mobs I kill with a single cast. See Older Thread for a better report regarding this concern. Last bumped on Apr 10, 2016, 3:50:27 PM

I can't find the post, but this has been answered before by GGG although with a different skill/jewel (same mechanic).
You are seeing the correct behavior. One charge per cast, no matter how many mobs you kill.
