Reduced Cast Speed % on item does reverse effect.

I have some gloves that adds "20% reduced cast speed", yet my spells' cast time is increased by 20% (Character casts per second is showing OK, damage per second is WRONG).


Cast speed with item: 0.72 (20% more)
Cast speed without item: 0.61


Item with reduction equiped:





Without the item:

It does exactly what it says. It reduces your cast speed - aka you cast your spells at a lower pace:
