Problem with latency! (500-1000)

Hi fellow POE-lovers!
I have a big problem with latency spikes in-game that go as far as up to 1500 ms sometimes. The weird thing is it comes and goes, sometimes the game works perfectly and sometimes the spikes come every 10 seconds. I recently updated my network drivers and that didn't work. I've also configured my network settings according to recommendations from other forums. The problem persists even after restart of the router and computer. I'm really desperate and just want to enjoy playing this game as much as everyone else. These are my network specs:
