FPS drops at Dominus Blood Rain, Pic Provided, GGG please look.

So, GGG, i know i told you about this before, and i went through this really shitty process of dxdiag stuff
the person who read it said "driver is outdated" which i laughed at... like, hard... not lauughing at the guy, but im laughing at the cover up... First of all, my drivers are very recent, fresh install, everything, i build computers for a living, i know how to do all these things now, im going to show you an image, and youll see for yourself, the FPS drops.  as you can see, the frame time increases, and the FPS drops... This is incredibly annoying, my specs are fine, but i believe that the main trouble with this is the rain effect, both when i rain at dominus tower, and the blood rain, cause severe drops in FPS... I repeat, this is not my graphics drivers, this is the game itself, and i need to know if particles are being fixed or not. Same thing happens to me, i freeze up until the blood rain stops then i am fine.Just started happening to me when ascendancy launched. If that helps any
