portal bug in normal act 2

im currently lvl 23 in act 2 normal. i used a portal scroll in the wetlands to sell items but when i tried to return i got a message saying "you must be at least level 35 to enter a merciless difficulty area." even though im still in normal. im not in a party either.http://imgur.com/hRYdKKT

Just happened to me in Normal Ship Graveyard after taking with Cadiro. I assumed it was because of Cadiro as it is the 1st time I used a portal after taking to him.
