Flicker Strike and Arctic Armour/Bleed

I haven't been able to find a clear answer on this. Do you get the damage reduction from Arctic Armour while you are using Flicker Strike and do you take increased damage from Bleed during Flicker Strike? Arctic Armour doesn't seem to be leaving chilled ground so I would assume it works but it doesn't put anything on my sheet so I can't really tell.

It's in Flicker Strike's description: you teleport. You are only ever swinging your weapon, and you cannot swing your weapon while moving (unless you cheat and use Cyclone :/ ).

Almost level 88 oro flicker striker here, can confirm arctic armor works and bleed is not increasing in damage while teleporting.
My leap slam with fortify on the other hand arctic armor does not work. Most of my deaths come from leap slamming to refresh fortify. Incoming side rant: I'd love to put fortify in my flicker strike but GGG had to make fortify increased melee physical damage instead of melee damage because who knows why.
