Additional rewards for leveling up after X level? and other suggestions

I am really enjoying the game thus far all around, I actually just rerolled from this 50 fire witch to an ice witch and I can tell you all straight up that I have NEVER rerolled the same character in any game ever. The gameplay dynamics from skill gems/passives are brilliant.

However, I was wondering if stat point rewards would ever be considered for leveling past a certain point given the scaling length of time it takes to get to 100. I would love if we were able to gain stat points upon leveling up from level 1, but I feel like it would add greater reward at end game if players 70+ could receive 5 distributable stat points per level to help even out gear requirements or even just further buff their character. Or maybe even get to choose between 1% increased item rarity or quantity per level. If not this, then there should definitely be a reward for hitting 100.

Also, maybe every 5 levels past 70 you could get an additional passive point? If you guys are adding additional acts then I'm sure you guys plan to reward additional passive points in this manner. Again, more incentive for leveling to max level.

I know D3 has a (terrible) system for combining gems to increase their quality, but I find myself with 4 Added Lightning Damage support gems of normal quality in my stash and I am definitely thinking to myself "I wish I could combine these to get one of them increased in quality." Obviously, this would derail the worth of GCP because people would just trade skill gems to level up unless it took a decent amount of skill gems (say 5+) to increase the level of the highest quality gem placed by 1 (or if they're all normal, then it outputs a normal+1 gem.) [so at normal, assuming 5 per quality level, it would take 100 + the original you want to level to attain max quality]

Another thing for gems, is there any way the stash could have same gems of the same level stack? I feel like that would be a minor vanity that would be appreciated, especially since I pick up every skill gem I find in the hopes that I can resell them for an Alch/Fusing.

I has almost the same though last night Re: skill gems, but I was thinking more like 7 or 8 of the same quality gem would be needed to increase quality by 1%. You could also flag any gems that were acquired through quest rewards so that couldn't be used in this manner. As it stands, there is little use for many of the gems dropped once you have a decent pile of them, it would be nice to add them into the economy in a meaningful way.

lvling rewards near/during endgame could be interesting too...
