Drop-rate questions

Is there an item drop-rate penalty similar to the currency drop-rate penalty ((Player level – 2)-(Monster level)*2.5)? In my experience there is not and that is a great thing when farming low level uniques. I ran Brutus normal Brutus about 20 times last night with 250%rarity and 70% quantity(wish I had 2 Ungils Coil) and found 1 unique.

Also are the drop-rate of rings and amulets lower than general items?

There isn't any penalty to actual drops, just currency items.
And yea, rings/amulets/belts are rarer than other items.
