Ignite Question [Including Oro's Sacrifice and Emberwake]

I am currently on an Oro's Sacrifice build



My Problem:

I have 100% Ignite Chance but whenever I am fighting single target I never get more than 1 frenzy charge.

Example:

0 frenzy charges -> flicker strike -> 1 frenzy charge -> flicker strike (0) charges -> 1 charge ->...

But when fighting against multiple targets it grants me 3 frenzy charges on a single hit.


So my question is... Does Multistrike only inflict one ignite on the same enemy that got already targeted?

And would this explain why my
is pretty useless because it's actually only 1/3 damage of what I calculated.
