No, the burning damage is a side effect from a critical strike with fire damage as a component and not from the fireball itself.

Why is the frenzy time not affected by this gem?
Does this increase the "death shortly after" timer on power syphon?

If it has a duration it should affect it. I don't know about that in particular but it definitely affects infernal blow so I don't see a reason why it shouldn't work with power siphon.
Power siphon is : power charge when killed by, or soon after, the hit.
The soon after "should" be a duration. So it "should" be effected.
just realized and tested though. The skill icon doesnt have a "D" duration marker. So I doubt it does.
