is there any way that a mob is forzen but not chilled?

As far as I'm aware no? Freeze mine may have been the exception at some point but I'm pretty sure all instances of frozen are chilled as well now

and according to http://pathofexile.gamepedia.com/Freeze (which i found after asking here) most monsters are chilled when they are frozen, which more or less means that those effects apply to freeze as well |
