Lag Spikes in Belly of the Beast Lv1 and Ground effect Areas

Hi,
since the Awakening Patch i have constant Ping Spikes + FPS Drops in Belly of the Beast Level 1 and every Map with either Ground effect(Chilled,Desecrated,Burning,Shocked).

I have tried updating my drivers, starting the game with --nosound, trying every graphic option imaginable, reducing the texture quality in the .ini file to make the game look really bad, nothing helped.

Processor: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
Video Card 1: NVIDIA GeForce GTX 970
Video Card 2: Intel(R) HD Graphics 4600
Memory: 16 GB
Operating System: Microsoft Windows 7 Ultimate Edition Service Pack 1 (build 7601), 64-bit

This really makes endgame mapping almost impossible for me since almost every map has some kind of ground effect.

EDIT: Haven't played in a few days, but it seems to be fixed now (Haven't changed anything on my end).

Same camp. GTX 970. I have a feeling it's something with our card. Mapping is basically impossible because of this since I have to reroll everything that has a ground mod.
I have never had much issues with performance in this game, but lately after 2.0 I am also struggling with performace. Before, I had FPS limited to 144 and it would rarely drop. Now it drops to 20 ish very regularily making the game feel like utter crap to play :/ I have also tried everything I can think of to increase performance in the game but nothing is doing anything. I have a feeling something with the optimization of the game has gone to hell.
I can confirm this happening with my gtx 970 4gb gaming card as well. I don't notice it too much outside of Act IV though.
