Why don't ranged users use Lightning Warp/Leap Slam to kite?

Hey new player trying to make a build that will do well in pvp, and after sleuthing around in the forums, I see all these complaints that bow users can't kite properly. Well why don't they use lightning warp like casters do? They would need to increase their casting speed, but it would be possible to spec down that path if you were making an elemental bow char.

Also if you use a mace on your caster you can use leap slam.

Lightning Warp works fine with quality and reduced duration.

The problem with Leap slam is that if you leap slam over a bear trap (you still get hit by the bear trap even if you are at the climax of the jump). It is also kinda slow unless you have attack speed in your build.

Optionally you can have double daggers as offhand and use whirling blade.
