Can't reach library in an imperial garden instance without any movement skill (leap slam,etc)

Yeah , there's two way to get to the left , but they both require leap slam/lightning warp , and no other way around

edit : Oh yeah also , the waypoint was nowhere to be found , so I assume it spawned on the other way aswell
