Rogue Exiles in a Competitive Event?

In 0.11.6f you "Fixed a bug where Rogue Exiles could spawn in leagues where they were not meant to, such as Signature Race Events."

This past week in a Competitive 3 hour Famine, RE were spawning. I'm fairly sure this in unintended.

That's the last that GGG has spoken on the issue. No one has complained or noticed RE much since, until this 3 hour Famine race. Presumably based on feedback from that old thread, RE were quickly and quietly removed from Endless Ledge and short-term races.

What race types can random RE even appear in anymore? 3 hour + only? I know they have fixed spawns in Descent: Champions by design, but that's not what i'm referring to.
