Spectre's Mana Cost for Spells Not Reduced When De-Leveled

Note: I am not sure if this belongs in this forum or the Raise Spectre thread of the Beta Skill Feedback forum.

I understand the level of a raised spectre will be dropped to match the monster level of a lower level zone.

I am a Witch Summoner with Minion Instability running Vitality(and more, but I think only these are relevant).

I raise a Carnage Chieftain from Merciless - Act II - Old Fields with these gems:
1) Raise Spectre
2) Blood Magic
3) Reduced Mana (not sure if it reduces the cost of their frenzy buff)
4) Increased AOE (not sure if it increases the AoE of the frenzy buff)
5) Minion Life
6) Minion Resist

When I go to a lower level zone, lets say Normal - Act I - Cavern of Wrath, the health of the Carnage Chieftain is lowered but the mana cost of the frenzy buff is not. What happens is the Chieftain casts the frenzy buff once and it takes about half of his health away. Then he regenerates some health from Vitality and casts it again. After this second cast, his HP is <=33% of his max health and he explodes from Minion Instability.

I would expect the mana cost of the spells the raised spectres cast to be lowered along with any other stats when they are de-leveled to match the current zone. Is this working as intended or is this a bug?

For the sake of simplicity I made a video of my witch summoning one Chieftain with Raise Spectre, Blood Magic, and Reduced Mana. I think he died on the first cast, unlike what I described before, because I didn't have a Minion Life gem linked.

I tried the same thing with a Flame Sentinal from Merciless - Act III - Solaris Temple. They did not lose a large portion of their health pool while casting fireball.

We are looking at how monster mana is handled for their skills, especially for cases where blood magic is used. (And is more natural, and closer to the player experience of mana).

I am hoping this can put into 1.0.0
