For those who thinking about purchase PoE 2

I just want to warn everybody who thinking about purchase access to PoE 2, that if you buy it via official web like i did, you may run into a refund issue. Because you have to use provided access keys to make your own decision about game while playing, this is one of many reason to deny. Steam guarantees refund <2 hours playtime, <14 day from purchasing in 1 click and few days.

Eh. Whenever you've the choice of multiple stores, it always makes sense to consider the refund policy of each - particularly if it's a speculative purchase rather than something you know you'll buy once and keep forever. GGG's position has always been that 'all purchases are final'.

But Valve's policy is an 'either / or' policy. Had you really made up your mind in under 2 hours' playtime? Because I'd be a bit surprised if you'd got a good sense of the game that quickly.

The best public announcement to offer is likely that Path of Exile II is pay-to-play during Early Access, will be free-to-play at release, and to just hold off if you're not sure it's for you.

FWIW, Valve can and will begin denying refund requests under the policy you refer to if they believe a given Steam account owner has been abusing it. It's really there as a fallback in case of problems; they're not necessarily thrilled about people using it to give every game on the platform a free trial. It costs them money (they offer a full refund, not just what they receive after payment processing fees), and it also costs them an insane number of man-hours of staff time per month.

Valve has other exceptions, too. For example, a game you get VAC-banned on can never be refunded, even if you managed to get banned after ~15 minutes' playtime. Obviously if a game crashes on startup or has horrendous optimisation or such, that's different - that's why the policy is there. But I'd encourage you to avail of it only when you need it. 'Caveat emptor' applies!
