Random latency increase when changing zones (california server)

Normally have a stable 50-55 ping connected to the US cali server, but sometimes instead that will be 130-140. Happens when changing zones, and persists, until entering a new instance that does not have the issue.

I see two particular jumps in my latency in the pastebin below.
