Massive CPU spikes - Im done playing.

Last week my CPU shot to 20-80 MS while my GPU has remained at 4-8 creating a massive CPU bottle neck ultimately creating massive frame drops, Stuttering, Sound distortion and even missing parts of the world that arent rendering in. My CPU hits 100% usage during play.

Here is an image of the in game hardware monitor

Here is an image of in game settings *Note, I have changed these a million different ways, Nothing works. This is "Optimized" through Nvidia app with some lowered stuff.

I have tried the following:

- Upgrading PC components.
- Reinstall of windows making sure all drivers up to date, This includes BIOS and Chipset, Etc. (Happens on both 23h2 and 24h2 updates)
- Rolling back to Nvidia 490.96 video driver
- Clearing Caches / Changing cache size to 100GB
- Clearing chat / Joining random 4 digit chat number
- Changing power plan to high performance (Already set)
- Setting PathofExileSteam and _x64steam to High Performance
- Deleting Nvidia and POE2 shader caches
- Changing affinity in details
- Changing CPU priority in details
- NvidiaProfileInpector guide: Nvidia did recognize the game has POE1 and not POE2. I followed the guide and created the .Symlink (This made the game at least playable to some extent)
- Changing of in game settings
- Disabling sound / Disabling Nvidia HD Audio
- Changing settings within Nvidia Control Panel

Downloaded MSI afterburner. Cores 3 is showing 80% usage while 4-5 are capping at 100% during stutters. The rest remain around 20-50 split relatively even.

* I have downloaded and tested the following games. All of which offered a normal playable experience.

- Cyberpunk 2077
- Diablo 4
- Ashes of Creation Alpha
- Hogwarts Legacy
- Rust
- CoD Black Ops 6
- Lost Ark

Afterburner shows that CPU is split almost evenly through all these games, Never coming close to capping any single core.

I have since updated my system to Ryzen 9800x3d, x870e Aorus Elite with 64 gig of trident Z 6000 ram. Still using the Strix RTX 4070TI and having the same issues. So it comes down to video related. I have no issues running any other game with the 4070. So leads me to believe its something to do with GGG / Nvidia. Something isnt meshing and the game remains unplayable.
"The black screen and system instability woes have been raging for some time now – not just on the RTX 50 series, but also on some 40- and 30-series cards. Nvidia first acknowledged the problems over a week ago following the 572.16 driver release, but a fix is still nowhere in sight."

"The problems appear to have started when Nvidia's latest 570 driver branch first launched. Issues range from minor stuttering and crashes in games to full-blown blue screens of death. While the RTX 50 series seems to be bearing the brunt, a few 40- and 30-series owners are reporting similar woes after updating."

I wonder if this explains it... I didnt start having issues myself until SuperBowl Sunday and I cant remember if I updated the driver before I left or anything.
*** I rolled back to 566.36 from december and still having the same issues. I dont even know what to think anymore. Just going to quit and play something else till release. Hopefully they can get their shit together and get this game playable before then.
