Trouble merging characters from playstation to Xbox for POE 2

After linking my ps and xbox account on the poe 2 website I logged into xbox and did not see my charectors from my playstation account.....I tried right clicking after starting a new charector and backing out but it says no leagues found?? Do I need to join a league in order to crossplay charectors on two different consoles?
