PoE 2 performance locked to 30 fps

In PoE2 my fps is locked to 30 and I can not unlock it, here is what i have tried:
-From game options lowered all settings to lowest
-uncaped FPS in game and in NVIDIA experience and control panel.
-Forced FPS to 144.
-Fixed the Nvidia experience, where it shows PoE instead of PoE 2
-tried to check if i cant run in for some reason with 800x600res (still locked at 30)
-Tried Dx12, Vulkan, on Dx11 cant run the game freezez on loading screen.
-Tried Vsync and without no difference
-Stopped my 2nd and 3rd monitor
-density on mobs does not affect the FPS its still 30

PC specs
32BG ram
I5-12600k
RTX 3060-TI
OS: Win 10 pro 64-bit

I do not see how i can uplodead video here so I will attach image showing the 30 fps and how the CPU is only on 20%

Also to add the game uses all cores of the PC but they are just active not doing anything it stays at 35-40 degree

I've been suffering the same problem and i did everything as you do, i even check and changed a graphic setting on windows to make sure if it using GPU not CPU as high performance,

let's wait for the support team to help us :(

Hey guys!

If you have NVIDIA and Steam, do the following:

1) Go to steam library and remove POE1 entirely
2) Open NVDIA App or Center
3) go to Graphics (or wherever it shows the games in the app)
4) select to "refresh program settings"
5) restart you pc.

This worked for me...

Only bad thing is that I still ALWAYS need to refresh game settings and reset PRIOR to opening POE2. If I don`t, I still get FPS capped.

I read someowhere (after days of searching lol) that for ppl who had POE1 in their game list, the NVDIA software was not overwritting the POE2 info ontop... so NVIDIA tries to run POE2 as POE1 writting.

Didn't work still capped at 30

Same here, Nvidia 4060 on my laptop. Removed the nvidia driver-re-installed-tried with only windows updated drivers, tried with Directx11-12-vulkan. Nothing seems to work. Need more attention on this topic.
