Arcane Surge Passives do not appear to affect Stormweaver Arcane Surge

The shift-preview of passives that affect Arcane Surge (such as Touch of Arcane) indicate that nothing changes, despite my Stormweaver having permanent Arcane Surge from the Ascendancy passive.   Last bumped on Dec 11, 2024, 12:19:58 PM

I just tested actual stat change by unallocating and reallocating Touch of Arcane and can confirm my mana recovery is actually affected - its just that the shift-preview tooltip doesn't think so.
