Attacks skills with no listed attack damage at the top

Was looking through wand skills on the wiki, and I noticed 2 of them didn't have an "attack damage" listed at the top. Elemental hit of the spectrum, and Power Siphon of the Archmage. I understand that these skills provide their own added damage. But I'm wondering if my wand's attack damage does anything with these skills? And does global added attack damage (for example from a ring) apply? Thanks!

Attack damage and effectiveness of added damage lines are not shown when set to the default value, 100%. Simply put, such skills don't have inherent multipliers for base and added damage.
