Flicker strike of power coc discharge, but why 2 power charges?

Relatively off and on snowflake player here. Been trying to make my own builds since beta with varying degrees of succes, but the mystery i am facing now stumps me.

Been wanting to do something with coc for quite some time now, but never found something appealing, until i saw flicker strike of power. Thus the character was born.

However, i cannot for the life of me figure out why every time I attack and do the flicker discharge, i walk away with 2 power charges.

If anybody knows why this happens, please point it out, I am not knowledgable enough to figure it out, even with the 2.5k hours into this game.

Might be something to do with multistrike. I assume you discharge all the charges, then 2 power charges are being generated after proc. Probably from critting again, which is maybe from the multistrkie, while discharge is on coc inherent cooldown of 0.15 seconds (Edit: attack time is longer than .15 but maybe the multistrike is able to proc crit on every hit, but only proc coc on the first hit.) You have 100% crit and source of power charge on crit gem 61% + 30%, ascendance 10% =101% total. So discharge on the first mulistrike hit, then maybe generate powercharge on the second two hits.

Never player this build so what i'm suggesting may be incorrect, just an idea. I'm not certain how multi strike works with all procs. I've tried it with some skill and some times it does everything on the same hit, so not too sure. Probably needs and explanation from someone who actually understands the build mechanics.
