Can Fracturing Orb hit a bench crafted modifier?

I'm wondering if this can work:Give your item the bench craft "item can have three crafted mods" + 2 other crafted mods. And the item has 1 non-crafted mod that you want to hit. Are you guarenteed to hit the mod you want with this set-up? Thanks!

Crafted modifiers can be fractured so this would not work.

Is there any way to improve the odds of hitting the mod I want, then? Or is at always 25%?

Only thing you can do is have an item that has multiple mods you want the fracture to hit. Otherwise its always a 25% chance
