Unplayable Ping

The ping shown in server list before logging in is fine (78-88). After I log in ping goes above 200 and stays mostly around 300. sometimes ping spikes sometimes flatline with 200+ms. It started around 2 weeks ago. I tried reinstalling the game, graphics driver, wifi driver, tried ethernet cable, tried messing with in-game graphics settings. also, i tried other games from the same fiber connection from my phone, ping on that game was fine.
