Not Gaining Rage With TS Bug?

I am a Dead eye.

I am using Tornado Shot.
I have the Searing Exarch implicit on gloves "Gain 1 Rage on Attack Hit"
I attack with tornado shot and do not gain rage.

I have this exact same mechanic on multiple Deadeye builds and do not understand why rage is not being granted.


I have a friend with a deadeye, different but similar build and his tornado shot is also not stacking rage.

Don't know what could be causing this or if it's simply an interactions bug.
I've hopped on standard deadeyes to make sure the mechanic itself is still working at it is.

For whatever reason it is not working on settlers league for some reason.

Any reasonable ideas or information would be appreciated, thank you.
