Absolution Quality Question

What does 40% increased cooldown rate do at max quality? does it make them cast faster?
im a bit confused. can someone explain please.

The Absolution minions have an empowered version of their normal skill that has a 6 second cooldown, and quality on the gem reduces that cooldown so they can use that empowered version more often.

Yep. As above, i'm playing absolution at the moment as well and had to look this up. It's a cooldown on one of the skills they cast.

This was thread I was reading. Old, but seems like still relevant for cooldown, even if divergent skills are no longer around.
