Is helmet trigger bugged?

Hi!
Helmets can have a modifier "Trigger Socketed Spells when you Focus, with a 0.25 second Cooldown". I've done some experimenting and now I don't understand what this means.
If i socket one spell skill gem, and click focus, this skill triggers once when you press focus. The question arises, what is meant by "with a 0.25 second Cooldown"?
If i socket three spell skill gems, and click focus, all of this skill triggers once and simultaneously when you press focus. Focus lasts 4 seconds and has 8 seconds cd. With this modifier everything happens once at the moment you press the focus. Is this a bug or undefined behavior?

It's not bugged, its just very weirdly worded. Been that way since it was introduced. Just ignore the "0.25s cd" part of the mod, it is meaningless.

Basically what this mod does (regardless of that cooldown number) is triggers all the supported spells ONCE when you focus.

If your aim is to increase the trigger rate, you need to increase the cooldown recovery rate of focus.

that mod is pretty much purely cosmetic, since it's basically impossible to get focus' cooldown to that level

The only thing I can think of would be the things implicit in the skill having a cooldown.

You cannot trigger the same spell multiple times with a single focus by putting multiple copies of the gem in your helmet, because all copies of the same spell go on cooldown at the same time.
