Blood tornado finisher effect

The blood tornado rare finisher effect does not play when you kill a rare that explodes on death via Gladiator's Gratuitous Violence ascendancy. I noticed that others do and this seems exclusive to the blood tornado effect.

It never works for me at all, I've tried disabling Culling Strike, all auras, nothing helps. Any other finisher works 100%.
