Enduring cry not working properly with "Warcries have a minimum of 10 power"

so with no enemies around you, you should get 2 charges always which works just fine. But when there is a rare enemy (yellow colour) near me, enduring cry is still giving me only 2 endurance charges... shouldn't it be minimum 10 + 10 from rare = 20 power so 4 charges? It's not adding up correctly, please look into it.

Minimum of 10 means that if you get less than 10, it will be 10, and if you get more than 10, then "minimum of 10" has no effect. It does not mean just +10.
